Government, Military Units, and Public Institution Cases
Public institutions are generally state-established organizations with a certain public-service orientation, but they are not part of the government apparatus. Their staff members are distinct from civil servants. In line with the spirit of the national reform on the classification of public institutions, these institutions are no longer categorized into fully funded or partially funded entities. Instead, they are divided into two categories: Public Service Category I and Public Service Category II. Additionally, a new type of public institution has emerged—those established using state-owned assets as well as those founded with social capital—which are not funded by the state.
